A cover letter is meant to give more information about the applicant. However, this information can easily be established by resume and during an interview.
The fact is writing a cover letter sucks. They take a lot of work to craft, and one needs to be careful how they phrase the cover letter, or they could find themselves penalized for a misspelled word. What is even worse is that cover letters take so much time to design, yet they have little effect on whether you are hired or not. Many recruiters do not even bother to read the cover letter. Most go straight to the resume as it contains all the information; they need to consider you for an interview or not.
